How to Create Debit Memo - through Interface/API?

Per the Oracle Support Document APXIIMPT: DEBIT MEMO INVOICE TYPE DOES NOT IMPORT - INVALID LOOK UP TYPE REJECT [ID 1067574.6]
we cannot create Debit Memo through AP Interface.

Is there any workaround to create Debit Memo programmatically?
