Inter departmental billing

I work for a City government and we are thinking about trying to use Grants Accounting for billing between departments. When certain departments do work for another department they bill the department with an accounting transaction moving funds from one department budget to the other.

Is anyone in the community working for a government and doing this kind of billing, and if so do you know if it can be accomplished using Oracle GMS?
