Issues using workflow criteria to select approvers, observers, or those to notify

My agile system is 9.2.2.4.14 with all public patches and a couple of Hot Fixes. it is a OAS 10.1.3.1.0 clustered environment. The DB is Oracle 10.2.0.1.0, Along with PC we have PCM and PG&C.

I want to develop workflow matching criteria to select change order approvers, observers, or people to notify. The criteria work as expected if the logic is simple, for example: "If the ECO has Change Category == Class-A" then set the Approvers to group XYZ.

If the criteria consists of several complex terms then no one is selected. An example of this is:
