How to enable warehouse management?

 Hi, I have defined a warehouse with "Warehouse Manager-Setup-Warehouse Configuration-Warehouse-Define Warehouses",But the error "No organizations are currently defined" occured when I select "Warehouse Manager-Setup-Warehouse Configuration-Warehouse-Warehouse Parameters".How do I do?
