Where does the Oracle Application Server check to see if the specific Java JRE is installed on the c

We have an application using Oracle Form and Oracle Reports on an Oracle 10g R2 application server using Java JRE 1.6.0_14.  It also uses Webutil utility.  All of our client workstatins have a higher version of JRE 1.6.0_17 (with JRE 1.6.0_14 being removed) and they are able to run the application without any problems except one workstaion. 

On that workstation, whenever the user launches the application, it will attempt to download the older Java JRE version from the application server.  Does anyone know where the application server checks to see if a specific Java JRE or higher is being installed on the client?  What specific file/folder location or registry entry that it will check?
