Workflow - Submit Status

Hi

I'm new to Agile workflows (sorry if I use some of the wrong terms) and I'm trying to work out the best way to route an ECO to a person (based on a field on the ECO where the change analyst has selected that persons name) to do some work, eg: route an ECO to a person to fill in some specific fields on the ECO.  Once they have entered the information, they simply select Next Status.  I would have throught that the Submit status should do the job, but as far as I can see you can only send it to a
