Limit Receiving abilities

I am on 11.5.10.2 and wondering if it is possible to limit the type of receiving a person can do to just the PO distribution destination type of expense. The person still needs to be able to receive expense items but I need to remove the ability to receive any inventory items? Has anybody done this before?
