Why Is B0500190 (Send E-Mail - HRM) Not Available after verison 8.10?

 We are in the process of upgrading from 8.10 to 9.0.  We use the business function B0500190 to send e-mails and discovered that it is no longer available after 8.10.  Does anyone know why this business function is not available after version 8.10?
