R14110 budget upload - zero value BA records in F0902, can these be deleted?

One of our businesses has uploaded the whole COA through the upload/conversion program (F14110) which has included accounts which have no balances on.

These account now have a single entry BA ledger entry in the F0902, which I wish to remove as it is causing adminstrative issues ie. can't delete obsolete F0901 accounts etc...

Is it OK to remove such entries and is the only way to do this via SQL?

New user of oracle community - currently using 8.10
