Unable to activate Investor Agreement. "Activate Investor Agreement" is erroring

Dear Experts,

We are currently in R12.1.2 (OLFM). I am attempting to Activate an Investor Agreement. A concurrent request "Activate Investor Agreement" is fired and ends with the following error:

The diagonistics of the request says, "Concurrent manager encountered an error while attempting to start your immediate concurrent program OKL_ACTIVATE_INV_AGREEMENT. Routine &ROUTINE received a return code of failure."
