ORA-12052 cannot fast refresh materialized view

I am trying to create a materialized view which utilizes fast refresh but can't seem to get it right (I'm relatively new to Materialized Views).

I am requesting help or additional documentation which will guide me through the creation  of the MVIEW Logs and the MVIEW itself in order to use fast refresh without getting errors
