Options used to alert oracle apps user

 Hi,

In oracle applications 11i I have a need to display a message/notfication to a user, while he is logged on to oracle apps, when certain action is carried on the database /a record is entered that violates a business policy.

What are my options? What are the relevant action plan and documentations?
