Overpicking in Manufacturing using WMS

 How do you overpick in manufacturing in a WMS environment? I have set both Org Parameters as required but I am still restricted. Are tolerence levels / percentages also required or not?

Oracle recommends:

Setup for Over Picking

If you plan to use the new Over Picking feature, complete the following steps:

Set the Overpicking for WIP Enabled flag on the Organization Parameters window to enable overpicking for WIP components across the organization. Set the Overpicking For Transfer Orders Enabled flag on the Organization parameters window to enable overpicking across the organization.

Both of these have been done. Appreciate any help / thoughts etc..
