Relationships tab, how to properly use it

 Where can I find information on how the relationships tab was intended to be used?
I have a need to relate two or more items to each other, as in reference tools for an assembly.  The relationships tab seems to require conditions.  I just need to be able to link two parts together without putting one in the bom of the other.

Suggestions?
