HST Tax Rule Starting July 1st 2010

Question: My organization is a not for profit, we are entitled to a double recovery of taxes with the new HST rules starting July 1st 2010. We will recover 50% of the 5% portion and 82% of the 8% portion that makes up HST.  How can this be setup in Tax Rate/Area P4008?
