enterprise manager - monitoring multiple targets behind different VPNs

I'm facing a (I believe quite common) problem with connecting multiple OMAs to single OMS/OMR for monitoring purposes.
My targets/OMAs are accessible behind different Cisco and Juniper VPNs (or even MS RDPs) so obviously I can't reach them directly from OMS/OMR.
And of course since between the centralized OMS/OMR and the OMAs are the VPNs I can't simply punch couple of holes in the firewalls as stated in the Oracle documentation.
And even if I could the level of security based on http/https protocol is unacceptable for my customers.
I'm looking for an elegant way how to solve this but couldn't find any relevant documentation so far.
