Why I can't open define layout form in Web ADI?

Hi everyone,

I just got a new test instance.  When I checked my Web ADI, I couldn't open 'Define Layout', 'Define Mapping' and 'Manage Document Links' form.  However, I could open 'Create Document' form and upload journals without any problem.

Any ideas?
