Parse large pdf and auto-email sections to multiple e-addresses

 We currently do not use BI Publisher and will be looking for a publishing solution in the near future.  Of course today I was asked:  If I have a large report with all employees vacation summaries how can I parse it out into multiple emails, ie; 500 employees vacation summaries make up a report of 1000 pages - 2 pages per employee.  I want to email each employee the 2 pages specific to their vacation allotment and only those 2 pages.  If the report contains address book number for each employee on the 2 pgs and I have email attached to employee's address book number can
