Po in requires reapproval status and cannot be opened

Gurus,

I am trying to close a couple of PO's and I'm not able to.
Any help would be appreciated.


Details of the PO's
Header Status
 Approval Status: Requires Reapproval
 Closure Status: Open
 Cancelled Flag: Cancelled
Lines Status
 Closure Status: Open
 Cancelled Flag: Cancelled
 
Action History says
0->Submit
1->Approve
2->Open
3->Cancel

When I tried tools->control I get an error message
 No Control actions found for this document. 
 
When I try to open the PO it gives a note
 You cannot open this document.
 This document is in one of the following states: Frozen, Cancelled, Finally Closed, Incomplete, In Process, or Pre-approved.
