How to restrict update access to Budgets with current status?

 We currently have 20 budget users that can update  budgets.  However, we want to restrict the number of people who can update the budget with status "Current" to a handful of people.  Is there any way to do this through responsibility setup?  According to the manual "Current" status is considered the same as "Open" therefore any users with update abilities can modify this budget

Any suggestions would be appreciated.
