Percent Complete Billing

I have a requirement to do % complete billing, if any one has any whitepapers, notes etc. it would be greatly appericated.  I have tried to configure per the User Guides but when I run PRC:Generate Draft Invoice the report has rejected  closed for invoicing but I can't generate and invoice.
