Spec Merge Merge Action Code Misleading.

We are performing a spec merge in 8.10 to 9.0.  A few vanilla/base objects that are being spec merged have a Merge Action of Change, even though these objects do not have a product code of 55-59, but do have a merge option of 1 and a mod flag of C.
What does the change merge action refer to for objects that are outside the product code 55-59?
