Exception 'This Transaction is not cost distributed'

Hello,

I am getting the exception 'This Transaction is not cost distributed
'  in the Transaction exceptions report for Transfer and Reclass transactions.

I ran the Distribute Costs request but even then I am getting this error. I checked the autoaccounting rules and it seems fine.

My main concern is that I created a new  Expense Project Org and the projects I am having trouble with belong to this Org. Am I missing something in the Org setup? Please help.
