'All Counutries' Tax zone no longer working in Tax Rules - when will oracle stop fixing things that

For a long time now I have used a tax zone called 'All Countries' which is a zone that contained all countries available. I would use this to determine if a 'Ship to' or 'Ship From' was Null by setting the rule so that if User Defined Ship From All Countries Not equal to 'All Countries' i knew that the ship from value was not equal to anything.
