STEPS TO CREATE SALES PROMOTION/PRICING

I understand there are many options for promotions. This will be a first and I have limited time to set it up and test it. I have Pricing documentation, but not certain which combination will make this work and in what order the steps must be performed:

Premise: If any single sales order contains $5,000 - $9999.99 of any combination of a long list of specific items, then customer receives 5% discount on total of those items.

                 Same is true for $10,000.00 or more, as above, receives 10% discount on total of those items.

Concerns: o target items are not assigned to any specific category however they are CONFIGURED items/ATO.
