Transactional Currency Budgeting

 Does Oracle support the ability to budget in transactional currency.  For example, I have some legal entities that do a significant amount of their business in non functional currencies and I would like to create budgets in transactional currency and be able to restate/translate to functional currency at different rates throughout the year depending on FX rates.  If the budgets are just done in functional currency it does not really account or track volatility of business conducted in non fucntional currency.

Is this supported.  Is there any good documentation on this?  Of course I then need to translate from functional to the company's reporting currency for a consolidated budget.  Any help is greatly appreciated.
