Use Tax in R12

I logged an SR for this issue, but am having trouble getting an answer.

Problem Description: We are currently in 12.0.4. but continue to enter Use Tax codes for tax liabilities. In preparation for the HST changes, we need to add new Use Tax codes. Is this possible given our current configuration?
