UI Reordering Issue

We have recently upgraded to 11.5.10, and are now working on upgrading our UI's.  I copied the Oracle Step-by-Step Navigation Template, so I could do some testing.  After rearranging features in a model, generating logic, and refreshing the UI, upon launch the features had not been rearranged to match the model.  Refresh enabled is selected for all elements of the UI.  Has anyone else run into this issue? Is there a setting we need to change?
