MRCA unable to reuse password

We are trying to use the MRCA for the SSO /OID registration.  11gr2

We are getting errors at the database level that has to do with the reuse of passwords.

Have adjusted the DEFAULT profile so that the Password reuse time is set to .0009 days,

and the Password reuse max is set to 2.

The thought was that the reuse time being so low would allow us to reuse it after one minute.

When I looked for an explanation of the Password reuse time there seems to be conflicting information.

Can anyone tell me if the password reuse time should be set to a high value or a low value if you want to be able to reuse it within a short time.
