Location Based Taxes are not calculating after Upgrade

After upgrade is it require to select the Tax Classification Code to calculate Location Based Taxes ?

If we select Tax Classification Code "Sales" ( in 11i "Sales" has been defined as Location Based Tax Code) then only it is calculating Tax but giving only one line for State . Not giving for County and City ?
