How to add a label type to the list of choices for a business flow

in EBS Customizations (MOSC) Question
 Hi,
Can some one point me in the right direction?  I need to add a label type to the WIP Completion Business flow.  The list of choices does not meet my needs.  Is it even possible to add a new label type to the drop down list.
