Commit to switchover to Logical Standby hangs

 I am  performing a rolling upgrade using Transient Logical Standby.

When I issue 'alter database commit to switchover to logical standby'    it hangs.

I've also tried a switchover following the steps in 10gR2 Data Guard Concepts and Administration.

(no upgrade involved).   DB version is 10.2.0.4.   Has anyone seen this and resolved it?
