How to properly install Oracle Client 11.1.0.7

There appear to be two ways to install the Oracle Client 11.1.0.7.

Download and install the 11.1.0.7 client from here:
http://www.oracle.com/technology/software/products/database/oracle11g/111070_win32_2008soft.html

or

Download and install the 11.1.0.6 client and then install the 11.1.0.7 patch set.

We are looking to have one installation package that we can use on Windows 2000/XP/2003/Vista/2008. Is it supported to run the first option which is much simpler and faster on all these OSes? I know the installion works on all these OSes. The client installer performs its prerequisit checks and allows installation. The concern is support / certification.
