11gR2 SCAN listener up and down frequently

Hi, My 3 SCAN listeners are frequently and automatically down and up, The average availability of each one is about 50%.
If I run
$ srvctl status scan_listener
it always shows that the 3 scan listeners are enable and running.

Is this an EM bug or something?
