What is the best way to handle(Close) the partially received blanket release lines?

Hi,
We have some situations where the supplier sends only partial quantity in the blanket PO. Suppose a blanket release has 400 lines and in that we received all the lines except 1 line. The 1 line has a quantity of 20. We received 10. We don't want to keep that release open for that 1 line that we received partially.  We have lot of blanket releases which has this situation.

Can anyone suggest the best way to handle(close) the partially received blanket release line in Oracle?
