After 11.1.0.7.3 PSU, DB still shows 11.1.0.7.0

11.1.7.0.3 PSU application with OPatch appeared to run as expected, subsequent run of catbundle (psu  apply) appeared to run as expected, no ORA- errors in over 1MB of fresh lorg in ../cfgtoollogs/catbundle, but SQLPLUS sign-on and V$VERSION still show 11.1.0.7.0.  Registry$history does show 11.1.0.7.3.
Is this normal?
