Pre-Implementation in ECO implementation

Noticed in testing R12 that after implementing an ECO there are now two requests:

Pre-Implementation in ECO implementation & Engineering Change Order Implementation

Any info about what 'Pre-Implementation in ECO implementation' is really doing?  A search of Knowledge Base seemed to indicate that it had been added to 11i with a patch which apparently we'd never installed since 'Pre-Implementation in ECO implementation' doesn't show up in our 11i Production instance.
