Installed Base - Instance Creation Access though eBC, but user does not have Installed Base responsi

 Why is it that users who do not have any Installed Base responsibilities can create item instances in the Installed Base when accessed through eBC (and presumable other areas like SRs)?

Is this a "feature" or a bug that should be resolved?

This is conterintuitive and undermine to controlling access. How can this be disable (forms personalization)?
