Can the validation on the Tranaction Duration Dates on a Project be overridden?

  Oracle uses the Transaction Duration dates on the Project to prevent expenditures from being accepted on the project outside the range of the From and To dates.  Is there a way to make this validation a soft check that would provide an error but still allow a transaction to process?  Or is there a way to remove the validation entirely?
