What is the Oracle Diagnostics Tool Responsibility

I am a business user and am trying to get the Oracle Diagnostics Tool responsibility to run diagnostics on several of the modules that I have access to.  My IT manager is stating that he is unable to give me this responsibility because not only will it let me run the diagnostics, but it also gives me the ability to perform updates and restores as well as start and stop services.  Is this correct?  What exactly does this responsibility do?
