Queries on timezone settings for OSM

Following are the queries related to OSM timezone settings 

1. Can om_timezone parameter in om_parameter table in OSM 6.3.1 be updated after OSM installation?

2. If yes, where all changes would need to be done? currently we are aware of two instances: om_timezone in im_parameter table and osm-config.xml. Also, is any restart of database instance required after these changes?
