How do we ensure parts within a bom are at a specific lifecycle, relative to the parent's lifecycle?

 How do we create a requirement/rule that checks a child's lifecycle to ensure that it is released to the proper level matching the requirements of the parent's lifecycle.

Example;  In taking a parent to Prototype lifecycle we need to ensure that the children are at either Prototype or Production status.

When we have completed Prototype stage and need to release the parent at Production, we need Agile to review the lifecycles of the children to ensure they are at Production lifecycle status.  We don't want a parent released at Production status with children at Prototype.

Can this be done within Agile's rules/criteria?
