Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. MOSC will now require that member accounts in our community be associated to a *corporate* email address. Hi,

I upgraded Oracle DB 10g (10.2.0.1.0 to 10.2.0.4.0) on Solaris 10 (64-bit). When I start Enterprise Manager getting Ora-12528.

ORA-12528: TNS:listener: all appropriate instances are blocking new connections (DBD ERROR: OCIServerAttach).
