Create a List of Values in iRecruitment 11i

I am trying to create a custom list of values by creating a new application utilities lookup and then calling the application lookup up to iRecruitment through a personalization - creating a new Message Choice.  When I create it in the Personalization, I can see the drop down, but the list of values is not there.  There has to be a way to call it up!

Any input would be appreciated.
