Auto attachment functionality in Purchasing

 I am trying to have the T&C page attached to all purchase orders automatically. Does any one know how it can be accomplished? I know that similar functionality exists in OM where an attachment (disclaimer statement, routing instructions etc.) can be auto attached to a sales order. Any input will be much appreciated.
