ORA-13541 How can i reduce retention-period of AWR?

 Hello,
I get ORA-13541 when i try to reduce retention-period of AWR from 30 days to 7 days. Can anybody tell me what's wrong? And what is the meaning of ' SYSTEM_MOVING_WINDOW ' ?
Can I change ' SYSTEM_MOVING_WINDOW ' to a lower value without any problems? Who defined the value of this parameter? I never changed it?!?!
