Uncosted Actuals on Workplan - Labor Hours

 I'm working with a client who wants (for Phase I) to have projects for planning and then to use uncosted labor coming from OTL as the progress.

 

Does anyone know if you can pull in these hours onto the workplan and convert them into a proxy actual cost via rate tables as happens on the plan side?   Also, if so, what the summarization process is that does this?

 

As of yet my testing hasn't revealed an answer and all I've seen in the documentation says you have to run the costing processes on all the actuals to be able to pull them onto a workplan.
