Unable to log into Contract Management getting error message "No licenses available"

 I have a small office of several users but only one of them is able to log into Contract Management while the other users are getting the message "No licenses available."  A few days ago everyone in the office was able to log into Contract Management at the same time without a problem.  We do have more licenses installed that concurrent users.
