USPAY: Student FICA Exempt

Our company has a handful of work study workers that are FICA Exempt.  The average hours per pay period are 8-10 hours.  The pay periods are bi-weekly.  Two of the students worked over 20 hours for the pay period 11-APR-2010 to 24-APR-2010 and subsequently had taxes withheld.  From what I have read about Student FICA Exempt, there is no limit to the number of hours a student can work per week.  Of course, questions arise if a student is working in a "career" capacity if working full time. 

If there are rules on FICA Exempt and a limit on the number of hours a student works, where would I find them?  I have looked in the Fast Formulas and the Global Values but to no avail.  Any help would be greatly appreciated.
