PL/SQL runs slow

Migrated Oracle database from 9.2 to 11.2.0.1 (AIX) recently.    Full export 9.2 and full import into 11.2.0.1.  We noticed the overall performance of queries is way better in 11.2.0.1.  However, there is one PL/SQL package that performs worse in 11.2.0.1 than in 9.2.   We don't know why only this particualr PL/SQL is slow and everything else appears to be much better in 11g.   This PL/SQL appears to take forever (never finished executing and have to kill it manually) to run in 11g.  In 9.2, the same PL/SQL ran slowly but it usually finished in a few hours (depending on the input parameter supplied).

This is what we had tried/experimented in Oracle 11.2.01 database:
